Whalen (toe) reached a four-week injury settlement with the Raiders on Thursday, Michael Gehlken of the Las Vegas Review-Journal reports.
ANALYSIS
While eligible to sign elsewhere at the moment, the settlement will allow Whalen to re-sign with the Raiders following the conclusion of Week 4. Prior to landing on injured reserve, Oakland was hopeful Whalen could be of service in the slot.

Whalen joined the Ravens at the beginning of camp to fill out the wide receiver depth chart in light of Michael Campanaro's toe injury from over the summer. While Whalen has shown that he's worthy of an NFL roster spot, he hasn't caught more than 20 passes since his rookie season. If Whalen ultimately breaks camp on the 53-man roster, it'd likely be in a special teams role barring a rash of injuries to Baltimore's receiving corps. Furthermore, Campanaro's return would likely negate Whalen's chances of earning kick and punt return duties.
Whalen only caught 45 passes in three seasons with the pass happy Colts so it's hard to see him providing anything but veteran insurance for the Dolphins this season. Outside of an injury to one of the receivers above him on the depth chart, Whalen will likely have to show some value on special teams to make the roster out of training camp.
Whalen has been on and off the Indianapolis roster the past two seasons, but continues to find a role as a receiver, punt returner and special teams player. He faces even stiffer competition this season amid a deep receiver corps and may spend more time than before on the practice squad.
Andrew Luck's familiarity with Whalen from their Stanford days got the receiver some snaps last season, but with Reggie Wayne back, Hakeem Nicks in town and second round pick Donte Moncrief joining the roster, Whalen could have a hard time just keeping a spot on the roster.
Whalen played with Andrew Luck and was Stanford's leading receiver in their final season together. Whalen then missed all of 2012 with a foot injury. Whalen could win a role on the offense this season, but he may not have the speed to make a significant impact. However, his good hands and rapport with Luck.
Whalen, an undrafted free agent, was Stanford's leading receiver last season with 749 yards. He's got good hands, but faces an uphill battle for a roster spot. Still, he has an advantage having been Andrew Luck's teammate.
